BABOON MANAGEMENT - OVERSTRAND MUNICIPALITY UPDATES US ON THEIR DECISION

The PBRA has been patiently waiting for an official communication from Overstrand regarding their intentions with respect to baboon management post June 30th. We are pleased that a communication has finally gone out and that everyone now understands how it will be managed going forward.

2023/24 BABOON MANAGEMENT PROGRAMME PLAN

The current Baboon Management Programme in towns in the Overstrand that are faced with human-baboon conflict contract expires at the end of June 2023.
A new tender was advertised in March 2023 with closing date on 26 April 2023. No successful bids were received and it was decided to cancel the Baboon Management Tender for the 2023/24 financial year.

The Overstrand Municipality decided to extend the contract of the current service provider, Human Wildlife Solutions, until 7 December 2024, for the Hermanus area.

For the Pringle Bay, Betty’s Bay and Kleinmond area (Western Region), the Municipality will implement the baboon management programme. The approach will be to steer the baboons out of the urban area, with the focus on the current Early Warning System, and also waste management and public education.
For the Western Region, additional staff will be employed for the baboon management programme. A total of 32 people will be operating in the West. The Betty’s Bay team will consist of 1 Area Manager, 3 Supervisors and 12 Eco-Rangers, and similarly, the Pringle Bay team will consist of 1 Area Manager, 3 Supervisors and 12 Eco-Rangers.

Ward 10 Committee Meeting

The Ward 10 Committee will be meeting in Pringle Bay, offering an opportunity for community members to meet with municipal officials, face to face. We encourage residents to make use of this chance to share concerns, raise questions and talk with the municipal representatives directly about service delivery or any other topics which you feel are important. No need to RSVP.

Storm Water Management

Given the heavy rains which we are experiencing lately, many property owners are grappling with storm water which rushes through their properties, or which pools and floods their gardens and driveways. Some owners have been heavily impacted and may be tempted to implement their own solutions to deal with the problem, potentially creating obstacles for others. If you do employ people to do this work, ensure that you talk to Overstrand Municipality first to ensure that it conforms to the Storm Water Master Plan. If you don’t do it the right way you could run the risk of having to undo your work later. Bertie Vorster, our Vice Chair, has offered to make himself available should you be thinking along these lines and want to get some additional input before taking it further. In 2011 the Overstrand Municipal Council approved a Storm Water Management Plan for Pringle Bay but it has not been followed. The PBRA has consistently raised the need for implementation of the plan, as the state of our roads will never improve if this is not made a priority. In a recent interview with Fanie Krige of the Overstrand Herald, Bertie made this point very clearly and we believe that the recent flood damage is evidence of the lack of execution of the plan. Keeping Pringle looking its best

We want to recognise Roline Campher for her recent initiative to clean up the entrance to Pringle Bay. When driving past you may not be aware of the extent of the litter in the fynbos in and around the entrance to the village. Roline, an avid member of the Hack Group, noticed this on a recent hack and decided to do something about it. Thus far she has convened two Thursday morning clean-up sessions and plans to have more. All you have to bring are gloves and tongs; bags and refreshments are provided. To find out about future clean-up sessions you can reach Roline on 083 459 5934.

An Ode to our Volunteer Fire Fighters

Kaylin Schroeder is 11 years old and she lives in Pringle Bay. She shared her view of our Pringle Bay Community Volunteer Fire Fighters in the form of a poem. We think it’s rather special. Thank you, Kaylin, and well done!

Community matters in time of need

During the recent heavy rains which led to bad flooding and damage to houses and roads, as we’ve seen in the past during a crisis, community members stepped in to help neighbours and friends. We want to thank everyone who pitched in to lend a hand in a time of need.

Particular thanks go to Clayton Francis and to the members of the PB Village Volunteer Fire Fighters team (Coleen, Dylan, Frank, Robert, Ronnie, Pieter, Grant) who assisted by providing sand bags and other support. We sincerely appreciate all that you did for the community.

A very big thank you also goes to Derick Cheyne for making his mechanical digger available at no charge and for volunteering to come out in the rain to help stem the water flow. This made a big difference and we’re so grateful to him.

PRINGLE BAY VILLAGE STRATEGIC FRAMEWORK: 2040 and beyond

In our May 2023 Pringle Messenger, we shared the primary objectives of the initiative and we explained the process that we will be following to deliver the Strategic Framework for Pringle Bay.

The diagram below provides an overall view of the initiative phases, along with an indication of where we currently are in the consultation process.

Eskom issues and reporting

We want to remind residents that Eskom complaints and power outages must be reported to Eskom, not to the municipality, as Pringle Bay is an Eskom direct customer. Reporting a fault to Theresa Els, our Ward Councillor, is not the correct process to follow.

Ilse and Adriaan Halgryn (Mini Mart owners) have taken it upon themselves to assist the Pringle Bay community with Eskom problems, having established a good communication with local Eskom personnel. They can assist with multiple outages and individual outages. (Keep in mind that they are also at the mercy of the availability of the Eskom personnel and connectivity)

If you experience a power outage the following steps need to be taken before logging a fault. It’s happened that Eskom technicians attend to a complaint, only to find that the owner requires an electrician instead. At busy times this can be an issue.

The actual customer experiencing the fault should :

1. Check the prepaid meter display and if on 0.00, buy units. (see the table below for a list of potential codes)
2. Check the main power box. Trip all the switches then slowly switch on one by one.
3. If still no power, then determine if your neighbour has power.

Log a call via Eskom’s Alfred chatbot https://alfred.eskom.co.za/chatroom/

Obtain a Reference Number. You can return to Alfred and enter your Reference Number to view the status of your call. Eskom will not respond without a reference number.

If after 12 hours you have no update from Alfred then the Reference Number, with a contact number and full address, can be sent to Adriaan (082 338 1719) or Ilse (082 533 6662). They will then send the information to their contacts (Eskom Communications and Section Managers) and request escalation. They will then convey it to the teams responsible for repairs.

If your issue is part of a multiple outage, send the Reference Number and information to Adriaan or Ilse straight away for them to request immediate escalation.

Below is a table of meter error codes which you may be able to clear yourself:

(#Z – if you see this error message on your electricity meter it means that there has been a tampering issue. Log this on Alfred for attention. Should your meter be removed we understand that the current wait time for a new one can be up to 120 days.)

When to call law enforcement

The Pringle Bay Street Watch (PBSW) and the PBRA cannot get involved in social issues such as disturbances or domestic violence in the village. It is not within our mandate and we do not have the authority to do so, nor do we wish to.
